Consider awarding proposal received for Merchant Credit Card Services RFP#13RFP00112 to the lowest and best proposal meeting specifications, Cerified Payments, Inc, and executing agreements. 
Background

The County received 3 proposals for Merchant Credit Card Services. After extensive evaluation and interviews the Evaluation Committee selected Certified Payments, Inc. as the lowest and best proposal.
