Hear presentation on Williamson County's participation in the U.S. Census Bureau's Participant Statistical Area Program and take appropriate action, if necessary.
Background
Williamson County is participating, through CAPCOG, in the US Census Bureau’s Participant Statistical Area Program (PSAP). As part of this program, the County has 120 days (Dec 1 – March 30) to update Census tracts, block groups, and Census Designated Places. These updates will be the basis for demographics for the next 10 years.

Because of the importance of, and many uses for, demographic information, including the distribution of ever-tight Federal dollars (grants, etc), County staff did not want to undertake the re-drawing of tracts and block groups without consulting City and other County stakeholders.

This is a process open to all interested government entities, but the County must be the submitting agency to CAPCOG and make the final determination on all edits. The County will invite representatives from all of the incorporated cities to an informational meeting in early January. Following this meeting, Cities that are interested in updating the data on their own will have two options: update the data on a County PC in the GIS office; or using paper or GIS software to re-draw the tracts and block groups.

Due to the 120-day timeline from the Census Bureau, there will only be a few weeks for edits to be made to the data before the County will compile the changes and submit the final set to CAPCOG and on to the Census Bureau. A proposed timeline is below.

Dec 1 - March 30th – 120 days;   
Dec 4 – CAPCOG training and meeting;   
Dec 8-12 – Identify participants, create preliminary plan & timeline;   
Dec 15 - Jan 8 – create training materials, finalize schedule, assess data;   
Dec 16 – Meet with the County Judge and Commissioner’s Court (if appropriate);   
Dec 17 – Send out Kickoff meeting announcement;    
Jan 8 (2:00pm) – Kickoff meeting with Cities (82 days remain);   
Feb 6 –Deadline for submissions from Cities & in-person editing;   
Feb 27 – Deadline for Williamson County edits;   
Feb 27 – Send draft data to participants for review;   
March 6 (5:00pm) – Deadline for edits of draft to be submitted to the County;   
March 9-13 – Finalize and prepare final data;   
March 13 – Publish final data set to participants;   
March 16 (Mon) – Submit changes to CAPCOG;   
March 16-30 – CAPCOG submits final data to the Census Bureau;
