Discuss, consider and take appropriate action regarding approval of Software Service Contract with RFP Depot LLC., dba Bidsync for automated online competitive procurement for Williamson County Purchasing pursuant to DIR contract DIR-SDD-1588.

Background

After in depth evaluation of various options it is the recommendation to select Bidsync as the service provider for the County's electronic bidding/sourcing solution. The web based service includes The BidSync Source™ which provides the ability to electronically create, manage, and award all standard solicitation and quotation types, in addition to paper solicitations; Reverse Auction Module; Vendor Management Module; RFx Elevator Module - advanced, completely web-based RFP scoring tool which allows committee members to quickly and easily log into a secure scoring/evaluation system to streamline the scoring process; BidSync Builder™ Core System allows for common solicitation management functionality including pre and post-bidding periods, reverse auctions, a substantial vendor management database, temporary and secure work areas, user-defined and configurable workflows, question and answer sections with addendum upload and download tools, online pre-bid conference hosting and many others features which greatly enhance the efficiency and productivity of the bid process
The scope of this agreement will include planning, requirements, workflow review, database configuration, testing/validation, and coaching / training / knowledge transfer; Total annual cost intial year is $35,360, total annual cost year 2-5 $28,288
