Discuss and approve new property fraud alert software vendor for the County Clerk's office as approved in budget for 2014-2015.

Background

Previous vendor ACS/Xerox Property Fraud Alert Software was installed in January 2013. Alerts dated 22 days later went to customers' spam/trash folders thus providing no usable alert to them. Communication and response from ACS became strained at best as they could not answer how many notifications had been sent out in any one quarter in 2013. Their software also sends the user a notification to go to a website to buy a copy of the document that they are notifying you about.
