Discuss, consider and take appropriate action on a Consulting Services Agreement between Rely Information Systems, LLC and Williamson County, Texas for DBA patch and upgrade assistance and general DBA support and maintenance of Williamson County's Oracle applications, and exemption of the services to be provided under the agreement from the competitive bid/proposal requirements of the County Purchasing Act pursuant to the discretionary exemption for personal services, as set forth under Section 262.024(a)(4) of the Texas Local Government Code.

Background

For the past 10 years at least, we have been contracting our Oracle Data Base Administration (DBA) services in lieu of hiring a fulltime DBA which would double our cost. This agreement is simply to contract with the DBA for another year. It is included in our budget and the agreement has been reviewed and approved by the Purchasing Department and counsel.
