Discuss and consider exempting Votec Corp. from the competitive bidding or proposal requirements established by Section 262.023 of the Texas Local Government Code, as the sole source provider of the VoteSafe Electronic Poll Book System and VEMACS (Votec ELection Managment Compliance System).
Background
This is for maintenance and support for VEMAC and VoteSafe Systems previously purchased by the County. Votec owns the source codes of both VoteSafe and VEMAC Systems and does not license the codes for maintenance by third parties. This exemption is authorized under Section 262.024(a)(7)(A) of the Texas Local Government Code (items for which competition is precluded because of the existence of patents, copyrights, secret processes, or monopolies).
