On June 29th, a request for proposals was issued by the Williamson County Commissioners Court On July 21, 2010 – at 2:00 p.m. the proposals were opened at the 3151 S. E. Inner Loop. We received proposals from the following 6 firms: Knight & Partners, Rolando Rios, Barrett & Smith, Bickerstaff Heath Delgado Acosta, Beirn Maynard & Parsons, and Federal Compliance Consulting. On Sept. 20, 2010, The committee, consisting of Commissioners Birkman and Covey, Hank Prejean, Mary Clark, Richard Semple, Rick Barron and Candi Zaccheus, interviewed 3 finalists: Knight & Partners, Beirne, Maynard & Parsons, L.L.P. and Bickerstaff Heath Delgado Acosta, L.L.P
The firms were ranked by all committee members on a 100 point scale:
o Basic Qualifications (10 Points)
o Ability to Preform (10 Points)
o Geographic Proximity (10 Points)
o Performance History / References (10 Points)
o Proposed Project Approach & Scope of Services to be Provided (50 Points)
The highest ranking firm was Beirne, Maynard & Parsons, L.L.P.
Today the committee is making the recommendation that the Williamson County Commissioners Court enter into an agreement with Beirne, Maynard & Parsons, L.L.P. to provide “Redistricting Services” for Williamson County. The firm proposes a blended hourly rate for all lawyers of $365 per hour, with a project not to exceed amount of $50,000, inclusive of reimbursement expenses for their attorneys, from initial assessment through Department of Justice and/or U.S. District Court pre-clearance filing. The firm will provide an initial assessment for a flat fee of $2,500. If it is necessary for the county to prepare new plans based upon the U.S. Census information, the fee will be included in the project not-to-exceed amount. The bid does not include litigation. If litigation ensues, the firm will defend the county at the blended rate of $365/hour, plus expenses.
The funds for this service will come out of professional services in the general fund.
