Consider approving Change Order No. 12 in the amount of $230,946.86 for US 79, Section 5A, a Pass Through Financing Project in Precinct 4.
Background
Upon analyzing the proposed pavement grades of the eastbound (EB) lanes, it was determined that the original plans did not provide adequate quantities to maintain a minimum depth of 1.5” for the Type B level-up asphalt. The necessary additional quantities are included in this change order.

In addition, this change order recognizes a cost savings to the County by replacing the Stone-Matrix Asphalt (SMA) pavement with a Permeable Friction Course (PFC) pavement. The PFC pavement provides a safer ride for motorists since it is a more porous pavement which allows for infiltration of storm water thus reducing the amount of water on the roadway surface. This reduction of surface water reduces the amount of spray from vehicle tires during rain events, which in turn improves wet weather visibility. TxDOT prefers this type of riding surface and has approved this substitution. The new items needed to implement this change are shown below.

Also, there were several locations where it was impractical to construct the lime treated subgrade as shown on the plans. The contractor proposed and TxDOT approved adding additional flexible base material and/or using asphalt millings mixed into the subgrade in lieu of the lime. This change order accounts for the additional flex base that was used, as well as the additional cost savings due to the lime which was not needed.
