Discuss and take possible action regarding granting permission to the LCRA to close Brushy Creek Road, east of Walsh Hill Trail and west of Sam Bass Road to inspect the pipelines and interceptors within the Edwards Aquifer.

Background

The LCRA would like to completely close Brushy Creek Road from west of Sam Bass Trail to east of Walsh Hill Trail. The area in question is in precincts one, two and three. It is a heavily traveled roadway and is also adjacent to several parks and the Brushy Creek Regional Trail. They need to do manhole inspections and should take approximately 8 hours. They can do it at night or on the weekend. They are asking us to tell them when it would be most convenient for us. There is no safe way to perform the task without completely closing the road as the manholes are located on both sides of the roadway in addition to the middle of the roadway. Also, it is a narrow two lane roadway with numerous blind curves, has no turning lane, nor any shoulders, therefore they would not be able to divert traffic to other lanes of travel so actually closing just one lane would really not be safe. They are not doing any work, simply inspecting manholes and are confident all the work can be completed within an 8 hour time frame. They have all the equipment as far as cones and barricades and would not be requesting any assistance from the county, simply permission to close the road. This has not been submitted through the road closure process.
