BE IT REMEMBERED that at 8:33 A.M. on THURSDAY, NOVEMBER 13, 2008, a SPECIAL SESSION of the Commissioners' Court of Williamson County, Texas, was held with the following being present, to-wit:

1. Read and approve the minutes of the last meeting.

Hear County Auditor concerning invoices, bills, Quick Check Report, and Wire Transfers submitted for payment and take appropriate action including, but not limited to approval for payment provided said items are found by the County Auditor to be legal obligations of the county.
  Accounts Payable/Payroll Manager Donna McKitrick addressed the Court.

  Second By: Commissioner Precinct 4 Ron Morrison Motion: To authorize the payment of bills totaling $6,276,371.38 from computer printout, Addendum, Wire Transfer, Quick Check Report from the proper line items, if found by the County Auditor to be legal expenses as appropriated in the County budget.

8. Canvass the local option liquor election for the City of Granger and discuss/approve all necessary documents certifying the returns are official and correct.
  Motion By: Commissioner Precinct 4 Ron Morrison 
  Second By: Commissioner Precinct 2 Cynthia Long Motion: To canvass and approve the local option liquor election (The legal sale of mixed beverages in restaurants by food and beverage certificate holders only) for the City of Granger ( the vote was 317 for 99 against) and approve all necessary documents certifying that the returns are official and correct.

  Georgetown Economic Development Director Mark Thomas, Tax Assessor/Collector Deborah Hunt, General Counsel Dale Rye, and Chief Deputy for Tax Assessor/Collector Joe Pondrom addressed the Court.

10. Discuss and take appropriate action regarding adoption of Freeport Tax.
  No action was taken.
             
11. Discuss and take appropriate action regarding establishing a Williamson County Economic Development Authority.
  Attorney Carol Polumbo of McCall, Parkhurst & Horton, Clint Barton VP of Materials for Airborne and John Cavanaugh Investment Banker for Comerica Bank addressed the Court.

  No action was taken.
             
15. Discuss and take appropriate action on consultation with attorney.
  No action was taken.
             
16. Comments from Commissioners.
  Commissioner Birkman stated that she and Judge Gattis will be at a conference next week. She said she will be on out of town during the November 25th Commissioners' Court session.
