Discuss and take appropriate action to accept and approve Local Initiative Program contract amendment 582-14-40118, a clean air program grant through Texas Commission on Environmental Quality (TCEQ).

Background

The requested action is to approve an amendment to Local Initiative Program (LIP) Contract Number 582-14-40118, for grant funding (local match required) for fiscal years 2016 and 2017. The amendment provides for an increase in previously funded amounts. An eligible project has not, at this time, been identified and future court approval would be needed for an identified project. Coordination with appropriate county departments will be a part of the process to identify worthwhile project(s).

Prior projects funded under this included funding for alternative/hybrid vehicles (no longer an eligible project) and for funding counterfeit inspection certificate enforcement.

The LIP provides funding to counties participating in the TCEQ inspection/maintenance (I/M) programs to improve air quality and emission reductions.

Eligible LIP projects may include projects that:
Expand and enhance the AirCheckTexas DriveACleanMachine Program;
Develop and implement programs or systems that remotely determine vehicle emissions and notify the vehicle's operator;
Develop and implement projects to implement the TCEQ’s Smoking Vehicle Program;
Develop and implement projects in coordination with the director of Department of Public Safety for coordinating with local law enforcement officials to reduce the use of counterfeit registration insignia and vehicle inspection reports by providing local law enforcement officials with funds to identify vehicles with these counterfeits and to carry out appropriate actions;
Develop and implement programs to enhance transportation system improvements; or
Develop and implement new air control strategies designed to assist local areas in complying with state and federal air quality rules and regulations.
