Discuss, consider and take appropriate action on declaring an emergency and approving a budget amendment to acknowledge additional expenditures for various departments.

Background

The policy for merit for small departments was as follows:

"Merit for small departments in the general fund will be granted merit at 1% higher than the amount approved by Commissioner’s Court for larger departments. This new procedure would be funded starting for FY15/16. This percentage cannot exceed the 5% cap set forth for merit in any given year. To qualify as a small department under this rule, departments must have between one and four full time employees and not be eligible for funding from a merit pool account .Small departments that are included are listed below.

1. All four County Courts at Law
2. All five District Courts
3. All four County Commissioner’s Offices
4. County Treasurer "

The budget office placed an additional 1% in the above departments. What we learned just last week was that the policy was changed in spring of 2015 and we were unaware of the change. The list above of 1-4 was removed and now the policy affects ALL small departments county wide to include special revenue funds, not just the general fund. There are four additional departments we should have budgeted an extra 1% merit in that we did not. This budget amendment will correct that. These four departments are "other" funds and will not impact the general fund, road and bridge fund or debt service with the one exception of the Radio Communications Fund which will require a transfer of $1450.92 which has been placed on the agenda for the Court's consideration.
