Discuss, consider and take appropriate action on declaring an emergency and approving a budget amendment to acknowledge additional expenditures for Fleet Services.

Background

During the implementation of the new budget software we were able to do a lot of clean up on employee records. One of these records was an Asst Director position in fleet that re-organized into a Tech position and then back to an Asst Director Position again. This record 0916 was originally created as a tech position in 2008 and then frozen on 6/30/13. Then on 5-8-2015 it was turned into an Asst Fleet Services Dir II position. During this time between 7/1/13 and 5-7-2015 a second instance of record 0916 was given as an Admin Tech. Because of the second record the position was questioned during the second salary load on 6/30/15. Because our new software did not recognize this position we reached out to the department to confirm the status, pay and name of the position. The position was budgeted at that time in the amount of $39,100 and was vacant which is what was confirmed. It has just now been brought to our attention this week that was not correct (due to a re-org in May 2015) that converted this position back to an Asst Dir position budgeted at $49,464. The delta is $10,364 and the merit of 3% is $310.92. The total dollars needed to include the beforementioned items as well as FICA and retirement is $12,859.01. These monies will come from the Fleet cash ending and will not impact funds 0100, 0200 or 0600 (General, Road & Bridge, Debt Service).
