Noble Assessment Platform Software for Williamson County Juvenile Services

Discuss, consider, and take appropriate action on exempting Noble Software Group, LLC. from the competitive bidding or proposal requirements established by Section 262.024 (a) (7) of the Texas Local Government Code, as the sole source provider of the cloud-based Noble Assessment Platform, and approving agreement between Williamson County and Noble Software Group, LLC.

Background

Initial contract term shall be for one (1) year commencing on October 1, 2015 through September 30, 2016. Work to be completed by end of fiscal year 2016 per Department recommendation.

Noble is offering the Noble Assessment Platform as a cloud-based service hosted by Noble. The Platform will be delivered with the following assessments: PACT Pre and PACT Full Screen, MAYSI-IIm and PREA, adn the TJJD Exit Plan. The Assessment Platform allows for an unlimited numberr of subjects and assessments to be completed by users. Additionally, case planning functionality is included in the platform and allos for unlimited case plans to be completed. Eight Standard case plans based on the PACT are included ith the product at no extra charge, plus the TJJD Exit Plan. Noble will provide license, hosting, and on-going maintenance of the assessment platform within Noble's data center. All provisioning of servers, application maintenance, upgrades, and database maintenance will be handled by Noble as well as stakeholder training, implementation training, and assessment and case planning training.
