Discuss, consider and take appropriate action declaring an emergency and approving a budget amendment to acknowledge additional expenditures for Juvenile Services.
Background
Email sent to the court on 9/17/15:
Good morning all,
Previously I sent you all an email explaining that we had an opportunity to receive some emergent needs funding from TJJD to purchase a validated risk/needs assessment as required by Senate Bill 1630. We did in fact receive that funding in the amount of $48,133.00 prior to the end of State Fiscal year 2015. The funds had to be expended by our county prior to the end of the State’s fiscal year. We were able to accomplish that task by placing the funds in the placement line of our budget and encumbering them for placement costs as recommended by TJJD. We then moved the same amount out of the placement line to the Capital Outlay line for the purchase and installation of the assessment. This action will result in at least $48,133.00 going back into cash ending at the end of our fiscal year from placement.

Now comes the difficulty, we began the bid process and are attempting to qualify the product offering as a sole source as requested by the provider. This process takes several days to complete as it has to be posted for 14 days in Bid Sinc for review by other competing companies. If this company is in fact a sole source provider we may still be able to make our purchase by the end of this fiscal year, but probably not. If not, we will be respectfully requesting that the sum of $48,133.00 be rolled forward in Capital Outlay for the 2016 fiscal year budget so that we can continue the purchase process ending in 2016 rather than 2015 as first planned.

I will have more information to come as the days unfold, I just wanted to keep everyone in the know with regard to this project.
