Discuss and consider exempting Manatron Inc. from the competitive bidding or proposal requirements established by Section 262.023 of the Texas Local Government Code, as the sole source provider of the Manatron Aumentum (formerly GRM) Software.
Background

Manatron is the sole source provider of this software and all software upgrades. Manatron has no agreements with other vendors that would permit them to distribute, sell, or provide maintenance and support  of this software.  This exemption is authorized under Section 262.024(a)(7)(A) of the Texas Local Government Code (items for which competition is precluded because of the existence of patents, copyrights, secret processes, or monopolies).
