Consider an order declaring an emergency and a grave necessity due to unforeseeable circumstances and approve a budget amendment for the Sheriff's Office, due to the inability of the vendor to meet bid obligations:

Background

Due to vendor's inability to meet bid obligations, thirty (30) patrol units were ordered for FY08, but only three (3) arrived prior to the end of the fiscal year. Appropriate unspent FY 08 funds in FY 09 to pay for the units not delivered by September 30.
