To discuss and consider approving an order declaring an emergency and a grave necessity due to unforeseeable circumstances and approving a budget amendment for EMS

Background

When 2007-2008 budget requests were made, the amount requested for this line item was zero dollars. This was the EMS Director's first year to budget for EMS and he inadvertently overlooked this particular line item. This line item is for "collection fees" paid to "Specialized Billing", the folks who collect on our EMS billings.
