Consider FY 08 budget amendment for Jail salaries

Background

After the budget process, SO administrators held meetings with employees to discuss approved salaries for FY 08. The law enforcement division meetings went well, with no changes requested, but the meetings with jail personnel led to complaints from several employees. The complaints came mainly from employees whose anniversary dates hit on or near October 1. These employees were scheduled to receive large raises under the old tenure plan, but would receive much smaller raises under the new plan. The issue was especially acute because the sheriff's office had hired a very large number of new correctional officers on October 1, 2003.

The sheriff's office requested that all employees who were scheduled under the old plan for a large increase during any part of FY 08 be raised two step levels on the new chart. After two sessions with the sheriff and his staff, HR is recommending that employees who would have received a large raise between October 1 and January 15 of FY 08 be granted either a one or a two step increase in order to ensure that the employees would not "lose money" over the next two years, or three years in some cases, when compared to what they would have earned under the former tenure plan.

These new changes will require that an additional 51 employees in jail receive extra steps. The cost, without fringes, is $98,520.14. The original SO request would have affected approximately 76 employees.
