Discuss and take appropriate action on the 2006 CDBG Consolidated Annual Performance and Evaluation Report (CAPER)

Background

Williamson County was awarded $1,070,432 of Community Development Block Grant (CDBG) funds to allocate to projects for FY06 (October 1, 2006 – September 30, 2007). Infrastructure was identified as the County’s highest priority in the five year Consolidated Plan developed for FY04-FY09. Thus the projects chosen to receive the majority FY06 funds were those that will improve the infrastructure of areas in participating cities throughout the County. Other projects include those that will produce affordable housing such as the Georgetown Housing Authority and Habitat for Humanity of Greater Georgetown projects. Also utilizing funding is the Mobile Outreach Team, a social service assisting low-income residents with situations involving mental health.

The Consolidated Annual Performance and Evaluation Report (CAPER) is required by the U.S. Department of Housing and Urban Development (HUD) to report on the annual performance of the Williamson County FY06 CDBG program. This report identifies the progress made regarding active projects and those projects that have been completed that received Williamson County funds, as well as other accomplishments the County has made in meeting the objectives and priorities outlined in the five year Consolidated Plan.

Approval of the report by the Court is being requested. Upon approval, the report will be available for review for a required 15 day public comment period. The review period is November 8-26, 2007. The CAPER will be submitted to HUD following this review period.

Please note, because we are currently collecting final data for FY06, some information in the report will be updated over the next few weeks. However, this will not significantly change the information currently provided.
