The Commissioner’s Court of Williamson County, Texas will meet in regular session in the Commissioner's Courtroom, 710 Main Street, in Georgetown, Texas to consider the following items:
 
1. Review and approval of minutes.
 
2.
Consider noting in minutes any off right-of-way work on any County road done by Road & Bridge Division.
 
3.
Hear County Auditor concerning invoices, bills, Quick Check Report, wire transfers and electronic payments submitted for payment and take appropriate action including, but not limited to approval for payment provided said items are found by the County Auditor to be legal obligations of the county.
 
4.
Citizen comments. Except when public hearings are scheduled for later in the meeting, this will be the only opportunity for citizen input. The Court invites comments on any matter affecting the county, whether on the Agenda or not. Speakers should limit their comments to three minutes. Note that the members of the Court may not comment at the meeting about matters that are not on the agenda.
 
CONSENT AGENDA
The Consent Agenda includes non-controversial and routine items that the Court may act on with one single vote. The Judge or a Commissioner may pull any item from the consent agenda in order that the court discuss and act upon it individually as part of the Regular Agenda.

12.   Discuss, consider and take appropriate action on authorizing the disposal of various county assets through auction including one (1) laptop and one (1) desktop, pursuant to Tx. Local Gov’t Code 263.152.
 
13.   Discuss, consider and take appropriate action on acknowledging the Purchasing Department monthly report of asset dispositions through Auction for the period of 12/20/18 through 1/10/19.
 
14.   Discuss, consider and take appropriate action on acknowledging the Purchasing Department monthly report of asset dispositions through Inter-departmental Transfer for the period of 12/20/18 through 1/9/19.

18.   Discuss, consider, and take appropriate action on approving the service contract between Stanley Convergent Security and Williamson County for Access Control System Upgrade at Inner Loop Annex in the not-to-exceed amount of $11,97.62 pursuant to BuyBoard contract #574-18 and authorizing the purchase.
 
19.   Discuss, consider, and take appropriate action on awarding RFP #1812-283 Emergency Generator and Automatic Transfer Switch Preventive Maintenance, Repair and Rental Services to the lowest responsive proposer, Austin Generator Service pursuant to their submitted response and the terms and conditions listed in the RFP.
 
20.   Discuss, consider and take appropriate action on approving the purchase of three (3) Chevrolet Tahoes in the amount of $146,463.00 from Holiday Chevrolet per Tarrant County Cooperative Contract #2019-014 to support the operations of Williamson County Sheriff's Office.
 
21.   Discuss, consider and take appropriate action on approving two Interlocal Agreements between Liberty County and Williamson County for the sale of two surplus patrol vehicles in accordance with TX Local Gov't Code 263.152 (a) (1).
 
22.   Discuss, consider, and take appropriate action on approving proposal #12862-1-0 between Knight Security Systems and Williamson County for CP Annex Cameras, Panic Alarm and Installation in the amount of $42,165.48 pursuant to DIR contract #DIR-TSO-3430 and authorizing the purchase.
 
23.   Discuss, consider and take appropriate action authorizing the County Judge to execute the General and No Litigation Certificate of Williamson County relating to the Capital Area Housing Finance Corporation’s Multifamily Housing Revenue Bonds (Mission Trail at El Camino Real Apartments) Series 2019.

24.   10:00 Conduct public hearing relating to a request from various departments to increase the budgeted salary amount for position noted in the attached list and discuss (1) the reason for the payment in excess of the budgeted amount is being offer to the employee, including the public purpose that will be served by making the excess payment; and (2) the exact amount of the excess payment, the sources of the payment, and the terms for distribution of the payment that effect and maintain the public purpose to be served by making the excess payment. These increases will be funded using excess salary funds in the current approved budget.

29.   Discuss, consider and take appropriate action on Supplemental Work Authorization No 2 under Williamson County Contract between Balcones Geotechnical and Williamson County dated December 1, 2016 for Geotechnical Engineering for the Williamson County Regional Animal Shelter.
 
30.   Discuss, consider and take appropriate action on approving a 2006 Road Bond Budget Transfer per Mike Weaver, Road Bond Manager, to move $2,801,783.28 to RM 620 Phase 2 (P235) from 2006 Road Non-Departmental (P156) of $800,892.21 and RM 620/Rail Road Bridge (P264) of $2,000,891.07 and to move $2,913,677.81 to SH 29 Bypass/Inner Loop Phase I (P453) from SH 195 ROW (P149) of $796,266.87 and 2006 Road Non-Departmental (P156) of $2,117,410.94. 32.   Discuss, consider, and take appropriate action regarding a Notice of Intent (NOI) for Stormwater Discharges associated with the Construction Activity under TPDES General Permit (TXR150000) for North Mays Extension, a Road Bond project in Commissioner Pct 1. 33.   Discuss, consider and take appropriate action on approving a 2013 Road Bond Budget Transfer per Mike Weaver, Road Bond Manager, to move $5,759,338.95 to 2013 Road Non-Departmental (P290) from RM 620 Phase 2 (P235) of $2,801,783.28, SH 29 Bypass/Inner Loop (P243) of $43,877.86 and SH 29 Bypass/Inner Loop Phase I (P453) of $2,913,677.81.
 
34.   Discuss, consider, and take appropriate action on exempting Stanard & Associates from competitive bidding requirements as per Texas Local Government Code Discretionary Exemption 262.024.(3), as the sole provider of Physical Fitness Testing for the Williamson County Sheriff’s Office in the not-to-exceed amount of $47,000 and authorizing the execution of the agreement.
