Consider an order declaring an emergency and a grave necessity due to unforeseeable circumstances and approve a budget amendment for unspent 2013 donation dollars for the Animal Shelter:

Background

The Animal Shelter received donations throughout the year. At the end of FY2013, $150,726.38 remained in unspent donation dollars. This amendment is to appropriate those 2013 and prior donations to be spent in 2014.
