Discuss and consider approving a line item transfer for multiple departments' vehicle insurance line item

Background

This exact LIT was approved on the 12/18/12 agenda. However, the agenda item language did not allow specifically for court approval. We are re-submitting this item for the court's approval.

Vehicle insurance is merely an estimate each year and is budgeted with a slight increase to allow for normal price increases. We have received the annual invoice and a few departments are short funding. This transfer will cover the variance.
