Discuss and consider policy change as it pertains to the Williamson County Community Development Block Grant program to allow for payment of engineering and planning costs of CDBG projects.

Background

Currently the County does not pay for engineering, planning or activity delivery costs for projects funded with CDBG funds. It is being recommended that the County consider funding engineering and planning costs of CDBG projects as to better serve the cities that are unable to pay for the upfront costs needed and thus are unable to utilize CDBG funds. This will also assist the County in avoiding non-compliance with regards to timeliness.
