Discuss and take appropriate action regarding a Resolution for the County to enter a Memorandum of Agreement on the Austin/Round Rock Metropolitan Statistical Area 8-hour Ozone Flex Program.

Background

The Austin/Round Rock Metropolitan Statistical Area 8-hour Ozone (O3) Flex Program is a voluntary agreement between local governments, TCEQ, and EPA. The goal of the program is to implement measures as needed to continue attainment of the federal ozone standard through 2013.

The region is currently in compliance with EPA's O3 Flex Program guidance and the measures attributed to Williamson County are unchanged from the prior O3 Flex Program. The prior Memorandum of Agreement expires in 2008 and this new MOA is a five year agreement.

By entering into this agreement the region will receive credit for local clean air commitments should EPA change to more stringent ambient air quality standards.
