Discuss and consider approval of an order declaring an emergency and a grave necessity due to unforeseeable circumstances and approving a budget amendment for the Courthouse Security Fund

Background

This item is necessary to amend/remove funds from the Jail budget and transfer funds into the Courthouse Security fund as discussed during Court on January 8th. This transfer will allow funding to cover the shortage created when an employee from the Jail, in a higher paid position, transferred (along with their tenure) into the Courthouse Security Fund at a lower paid position. This is the first of three steps necessary to complete the journal entry.
