The Commissioners Court of Williamson County, Texas and the City of Taylor City Council will meet in a Joint Special Called Public Session and Meeting at the above-referenced Public Meeting Place on the Date and Time set out above. At such meeting, the members of the Williamson County Commissioners Court and the City of Taylor City Council may deliberate, discuss, consider, receive information, and/or take action upon the matters referenced in this Notice of Public Meeting in accordance with Chapter 551, Texas Government Code.

1. Williamson County – Discuss, consider and take appropriate action on approval of holding a Special Session of the Williamson County Commissioners Court jointly with the City of Taylor City Council, at the Taylor ISD Event Center, 3101 N Main Street, Taylor, Texas, on this 8th day of September, 2021 in order to discuss, consider, receive information, and/or take action upon the matters referenced in this Notice.
 
2. City of Taylor – Discuss, consider and take appropriate action on approval of holding a Special Session of the City of Taylor City Council jointly with the Williamson County Commissioners Court, at the Taylor ISD Event Center, 3101 N Main Street, Taylor, Texas, on this 8th day of September, 2021 in order to discuss, consider, receive information, and/or take action upon the matters referenced in this Notice.

3.   Williamson County – Discuss, consider and take appropriate action on a resolution to support Samsung Austin Semiconductor, LLC’s selection of Williamson County as the location of its semiconductor plant; on a Chapter 381 Economic and Development Program Agreement and Development Agreement with Samsung Austin Semiconductor, LLC; and to authorize the County Judge to execute such resolution and agreements.

4. City of Taylor – Discuss, consider and take appropriate action on a resolution to support Samsung Austin Semiconductor, LLC’s selection of City of Taylor, Williamson County as the location of its semiconductor plant; Authorizing the Mayor to execute a Tax Abatement Agreement, a Development Agreement, a Development Review Services Reimbursement Agreement and a Tax Increment Reinvestment Zone No. Two Economic Development Agreement and Chapter 380 Economic Development Incentive Agreement, with Samsung Austin Semiconductor, LLC, and to take the necessary actions related thereto.
 
5. Williamson County Public Comment Period. The Public Comment Period for Williamson County allows members of the public to comment on matters pertaining to or affecting Williamson County, Texas, but that do not appear as an Agenda Item in this Notice. During such Public Comment Period, speakers shall be limited to a maximum of two (2) minutes to make his/her remarks and the maximum overall discussion time allowed for the Public Comment Period, regardless of the number of members of the public wishing to comment during such period, shall be limited to ten (10) minutes. Speaking time, to the extent possible, will be evenly allocated among speakers should more than five (5) speakers desire to speak during this Public Comment Period. Please note that the members of the governing body may not comment at the meeting about matters that are not listed as an Agenda Item in this Notice
 
6. Taylor Citizen Communication.  The Taylor City Council welcomes public comments on items not listed on the agenda.  However, the Council cannot respond until the item is posted on a future meeting agenda.  Public comments are limited to three (3) minutes.
 
 
 
Adjournments
 
Executive Session. The Commissioners Court for Williamson County and/or the City of Taylor City Council reserve the right to adjourn into executive session at any time during the course of this meeting to discuss any of the matters listed above, as authorized by the Texas Open Meetings Act, Texas Government Code Chapter 551 (Texas Open Meetings Act), to include but not be limited to Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), and 551.087 (Deliberation Regarding Economic Development Negotiations). Any final action, decision, or vote on a matter deliberated in closed executive session shall be made in an open meeting pursuant to the Texas Open Meetings Act.
 
Public Testimony. Pursuant to Section 551.007, Texas Government Code, members of the public may address the Commissioners Court and/or the City Council regarding an Agenda Item listed in this Notice in accordance with each entity’s rules of procedure, conduct, and decorum.

The Taylor ISD Event Center is located at 3101 N. Main Street, Taylor, Texas.  The Event Center is wheelchair, parking, and restroom accessible and can accommodate 100-150 participants.
