NOTICE TO THE PUBLIC
WILLIAMSON COUNTY COMMISSIONER’S COURT

The Commissioner’s Court of Williamson County, Texas will meet in regular session in the Commissioner's Courtroom, 710 Main Street, in Georgetown, Texas to consider the following items:
 
1. Review and approval of minutes.
 
2.
Hear County Auditor concerning invoices, bills, Quick Check Report, wire transfers and electronic payments submitted for payment and take appropriate action including, but not limited to approval for payment provided said items are found by the County Auditor to be legal obligations of the county.
 
3.
Public Comment Period. The Commissioners Court will conduct a Public Comment Period to allow members of the public to address the Court regarding matters pertaining to or affecting Williamson County but that do not appear as an Agenda Item on a meeting’s Agenda.  During such Public Comment Period, speakers shall be limited to a maximum of two (2) minutes to make his/her remarks and the maximum overall discussion time allowed for the Public Comment Period, regardless of the number of members of the public wishing to address the Court during such period, shall be limited to ten (10) minutes.  Speaking time, to the extent possible, will be evenly allocated among speakers should more than five (5) speakers desire to speak during the Public Comment Period.  Please note that the members of the Court may not comment at the meeting about matters that are not on the agenda.

The Consent Agenda includes non-controversial and routine items that the Court may act on with one single vote. The Judge or a Commissioner may pull any item from the consent agenda in order that the court discuss and act upon it individually as part of the Regular Agenda.

9.   Discuss, consider and take appropriate action on approving property tax collections for the month of August 2019 for the Williamson County Tax Assessor/Collector.
 
10.   Discuss, consider and take appropriate action on approving the continued imposition of a bingo prize fee as authorized under Chapter 2001 of the Texas Occupations Code (the Bingo Enabling Act) and authorize the execution of an attestation form notifying the Texas Lottery Commission of Williamson County's vote to continue imposing the bingo prize fee and confirming that Williamson County was entitled to receive a share of the bingo prize fee as of January 1, 2019.
 
11.   Discuss, consider and take any appropriate action on a Second Amendment to the Williamson County and Hutto Education Foundation Solid Waste Fee Funding Policy.
 
12.   Discuss, consider, and take appropriate action on establishing an ILA with Liberty Hill ISD for Emergency Communications and Technology Services.
 
13.   Discuss, consider, and take appropriate action regarding LexisNexis Contract renewal for the Williamson County Attorney's Office.
 
14.   Discuss, consider and take appropriate action on approving the cancellation of the Philips Healthcare HeartStart MRx Service Agreement.
 
15.   Discuss, consider, and take appropriate action on extending the Professional Services Agreement with Ghulam Khan, M.D. for Psychiatric Medical Services at the Williamson County Jail for the annual amount of $93,500 for the term of October 1, 2019 - September 30, 2020.
 
16.   Discuss, consider, and take appropriate action on extending the Professional Services Agreement with Adam Barta, M.D. for Medical Services at the Williamson County Jail for the annual amount of $90,195.60 for the term of October 1, 2019 - September 30, 2020.
 
17.   Discuss, consider, and take appropriate action on extending the Professional Services Agreement with Todd C. Harris, P.C. for Dental Services at the Williamson County Jail for the annual amount of $93,500.00 for the term of October 1, 2019 - September 30, 2020.
 
18.   Discuss, consider and take appropriate action on approving the Services Contract between Williamson County and Facility Solutions Group to provide all materials, labor and equipment to upgrade LED Lighting at the Fleet Services in the amount of $11,390.88 per the terms of BuyBoard Contract #527-17 and authorizing execution of the agreement.
 
19.   Discuss, consider and take appropriate action on approving the Contract for Engineering Services between Williamson County and Alliance Engineering Group, Inc. to provide Construction Materials Testing, Observation and Inspection for the Expo Pavilion and Expo Concessions & Restroom Projects and authorizing execution of the agreement.
 
20.   Discuss, consider and take appropriate action on approving the Services Contract between Williamson County and Excell Fueling Systems to provide installation and other services at the Florence Road and Bridge Yard per the terms of the BuyBoard Contract #590-19 in the amount of $9,775.00 and authorizing execution of the agreement.
 
21.   Discuss, consider and take appropriate action on approving the Services Contract between Williamson County and Red & White Greenery, Inc. to provide clearing and hauling services in the amount of $3,535.00 and authorizing execution of the agreement.
 
22.   Discuss, consider and take appropriate action to authorize a temporary exception to competitive bidding requirements for procurement of janitorial services pursuant to Tex. Loc. Gov’t Code § 262.024(2) (“public health or safety”) and § 262.024(3) (potential “unforeseen damage to public property”) in order to allow adequate time to complete procurement evaluation for RFP1978 for Janitorial Services and give Facilities Department additional time for contract management, including the need to address a transition period, if necessary. Request for exception to bidding is proposed until end of current calendar year (December 31, 2019) with recommendation for new contract term to start January 1, 2020 through the end of FY2021(September 30, 2021).
 
23.   Discuss, consider, and take appropriate action on rejecting all submittals for RFP 1907-335 Fire and Safety Inspection, Testing and Maintenance Services and request that information related to competition be exempted pursuant to Texas Government Code 552.104.
 
24.   Discuss, consider and take appropriate action on Work Authorization #1 in the amount of $37,403.00 to expire on September 17, 2020 under Williamson County Contract for Engineering Services between Alliance Engineering Group, Inc and Williamson County dated September 17, 2019 for the Expo Pavilion, P474.
 
25.   Discuss, consider and take appropriate action on Work Authorization #2 in the amount of $9,734.00 to expire on September 17, 2020 under Williamson County Contract for Engineering Services between Alliance Engineering Group, Inc and Williamson County dated September 17, 2019 for the Expo Concession & Restrooms, P475.
