The Commissioner’s Court of Williamson County, Texas will meet in regular session in the Commissioner's Courtroom, 710 Main Street, in Georgetown, Texas to consider the following items:
 
1. Review and approval of minutes.

Consider noting in minutes any off right-of-way work on any County road done by Road & Bridge Division.
 
3.
Hear County Auditor concerning invoices, bills, Quick Check Report, wire transfers and electronic payments submitted for payment and take appropriate action including, but not limited to approval for payment provided said items are found by the County Auditor to be legal obligations of the county.
 
4.
Citizen comments. Except when public hearings are scheduled for later in the meeting, this will be the only opportunity for citizen input. The Court invites comments on any matter affecting the county, whether on the Agenda or not. Speakers should limit their comments to three minutes. Note that the members of the Court may not comment at the meeting about matters that are not on the agenda.

39.   Discuss, consider, and take appropriate action on proclaming March 19, 2019 as Agriculture Day in Williamson County.
 
40.   10:00 AM Conduct public hearing relating to a request from various departments to increase the budgeted salary amount for position noted in the attached list and discuss (1) the reason for the payment in excess of the budgeted amount is being offer to the employee, including the public purpose that will be served by making the excess payment; and (2) the exact amount of the excess payment, the sources of the payment, and the terms for distribution of the payment that effect and maintain the public purpose to be served by making the excess payment. These increases will be funded using excess salary funds in the current approved budget.
 
41.   Discuss, consider and take appropriate action on a request to increase the budgeted salary amount for various departments and positions noted in the attached list. These increases will be funded using excess salary funds in the current approved budget.
 
42.   Discuss, consider, and take appropriate action on a resolution recommitting the Williamson County Commissioners Court to upholding the spirit of the Open Meetings Act.

Discuss, consider, and take appropriate action on a resolution expressing Williamson County Commissioners Court's opposition to unfunded mandates from state government and encourage the county's legislative delegation to not only lead the fight against these mandates but to also support a state constitutional amendment that expressly prohibits unfunded mandates.
 
44.   Hear update and presentation on Emergency Observation Unit (EOU), contracted psychiatric beds at Georgetown Behavioral Health Institute and resources provided by Local Mental Health Authority, Bluebonnet Trails Community Services.
 
45.   Discuss, consider and take appropriate action regarding the 2019 Red Poppy Special Event Vehicle Usage Agreement and authorize the County Judge to sign all related documentation.
 
46.   Discuss, consider and take appropriate action to grant an exemption for the expenditures for work performed by day laborers, pursuant to Local Government Code Section 262.024.(a)(5), which provides that a contract for work performed and paid for by the day is exempt from the solicitation requirement under 262.023, at the discretion of the Commissioners Court. Day laborers will be used for events at the Expo Center, through the Parks Department.
 
47.   Discuss, consider, and take appropriate action regarding agreement with Charter Communications Operating, LLC d/b/a Spectrum for fiber internet services at 321 Ed Schmidt Blvd, Suite 200 (Commissioner Pct 4 office).

Discuss, consider, and take appropriate action on approving the change order to the Service Contract between Motorola and Williamson County, originally approved in court on April 24, 2018, pursuant to HGAC Contract #RA05-15 and authorize the purchase.
