WILLIAMSON COUNTY COMMISSIONER’S COURT

The Commissioner’s Court of Williamson County, Texas will meet in regular session in the Commissioner's Courtroom, 710 Main Street, in Georgetown, Texas to consider the following items:
 
1. Review and approval of minutes.
 
2.
Consider noting in minutes any off right-of-way work on any County road done by Road & Bridge Division.
 
3.
Hear County Auditor concerning invoices, bills, Quick Check Report, wire transfers and electronic payments submitted for payment and take appropriate action including, but not limited to approval for payment provided said items are found by the County Auditor to be legal obligations of the county.
 
4.
Citizen comments. Except when public hearings are scheduled for later in the meeting, this will be the only opportunity for citizen input. The Court invites comments on any matter affecting the county, whether on the Agenda or not. Speakers should limit their comments to three minutes. Note that the members of the Court may not comment at the meeting about matters that are not on the agenda.
 
CONSENT AGENDA
The Consent Agenda includes non-controversial and routine items that the Court may act on with one single vote. The Judge or a Commissioner may pull any item from the consent agenda in order that the court discuss and act upon it individually as part of the Regular Agenda.

9.   Discuss, consider and take appropriate action on the Appointment of Geoffrey Freeman to serve as Assistant Veteran Service Officer for Williamson County Veteran services, as required by Texas Government Code Chapter 434.033.
 
10.   Discuss, consider, and take appropriate action on authorizing the Purchasing Agent to advertise and receive sealed bids for CR 176 at RM 2243, under IFB # 1901-285.
 
11.   Discuss, consider and take appropriate action to accept a donation of (30) First Aid Kits and (30) Tourniquets for the Sheriff's Office from Marilie Walker.
 
12.   Discuss, consider, and take appropriate action on approving the Price Quotations between GT Distributors, INC and Williamson County for Uniforms in the amount of $54,800.00 pursuant to Buyboard contract # 507-16 and authorizing the purchase.
 
13.   Discuss, consider and take appropriate action on authorizing a blanket purchase order for fuel for the Williamson County Sheriff's Office in the amount of $150,000, to Fuelman per TCPN contract #R161501 pricing.

Discuss, consider, and take any appropriate action to receive and approve MOU between ESD #3-#4 and Williamson County pertaining to fire code, inspections, investigations and related matters to support the operations of the Williamson County Fire Marshal’s Office (form previously approved on 12/18/18, agenda #60).
 
15.   Acknowledge and enter into the official minutes the hiring of employees from newly Elected Officials of Williamson County to be effective January 1, 2019.
 
16.   Discuss, consider and take appropriate action on a request to increase the budgeted salary amount for various departments and positions noted in the attached list. These increases will be funded using excess salary funds in the current approved budget and will be effective as of January 1, 2019.
 
17.   Discuss, consider and take appropriate action on accepting and approving a report on the Georgetown Annex Project; Change Order # 22 in the amount of $27,524.49 to approve funding from within the existing contract for additional HVAC, drywall, flooring, hardware and electrical scopes of work, which was executed by Dale Butler, Williamson County Facilities Director, pursuant to the previous grant of authority under Section 262.031 of the Local Government Code. This change order is being funded by the Construction Managers Contingency.

Discuss, consider, and take appropriate action on approving the proposal #12731-4-0 between Knight Security Systems and Williamson County for CP Annex Cameras, Panic Alarm and Installation in the amount of $37,419.51 pursuant to DIR contract number DIR-TSO-3430 and authorizing the purchase.
 
19.   Discuss, consider and take appropriate action on awarding IFB # 1810-268 Fall 2018 Fog Seal (Cimarron Hills) to the lowest responsive bidder Alpha Paving Industries, LLC and authorizing execution of the agreement.

24.   Discuss, consider and take appropriate action on a Cooperation with Civilian Law Enforcement Officials Agreement between Williamson County Sheriff's Office and Department of Navy not exceed $4,800.00 for the term of 1 year from the date of execution and authorize Commander Tony Carter to execute same on behalf of the Sheriff's Office.
 
25.   Discuss, consider and take appropriate action to authorize the Williamson County Sheriff's Office to apply for the Texas Department of Transportation (TXDOT) FY2020 Selective Traffic Enforcement Program (STEP) Comprehensive Grant.
 
26.   Discuss, consider, and take appropriate action on approving an agreement between Williamson County and Tyler Technologies, Inc. for Data Extraction in the amount of $5,650.00, exempting this purchase/agreement from competitive bidding requirements as per Texas Local Government Code Discretionary Exemption 262.024(a)(7)(A), and authorizing the execution of the agreement.
 
27.   Discuss, consider and take appropriate action on approving purchase for ServiceNow Management from Carahsoft, per quote #12246685, in the amount of $65,163.00 per GSA Schedule No: GS-35F-119Y.
 
28.   Discuss, consider, and take appropriate action on approving an agreement between Williamson County and Tyler Technologies, Inc. for Data Conversion Services for Justice of the Peace Precinct #4 in the amount of $456,251.00, exempting this purchase/agreement from competitive bidding requirements as per Texas Local Government Code Discretionary Exemption 262.024(a)(7)(A), and authorizing the execution of the agreement.
 
29.   Discuss, consider, and take appropriate action on authorizing approval of service agreement for Extended Protection Monitoring Services between Williamson County and ADT Protection 1, for a reoccurring monthly service charge of $50.00, ($25 per building), per agreements #890449341 and #890449371, and authorizing execution of the agreements.
 
30.   Discuss, consider and take appropriate action on approving the Professional Services Agreement between Williamson County and Balcones Geotechnical, LLC. to provide Geotechnical Engineering Services for theInner Loop Carport & Justice Center Server Room Projects and authorizing execution of the agreement.
 
31.   Discuss, consider and take appropriate action on Work Authorization No 1 in the amount of $10,000.00 to expire September 30, 2019 under Williamson County Contract for Engineering Services between Balcones Geotechnical, LLC and Williamson County dated January 8, 2019 for Geotechnical Engineering Services - Justice Center Server Room.
